Necons are mean powerful and expensive but when i was reading a tournament which needs 400pts army you can't do it with necrons so tournaments should always have to be 500pts or more does anyone know any other cures for this dilema for small games

combat patrol rules don't require an HQ, so can usually be done in 400 points.

something like
no 2+ saves
vehicles to have up to 33 point of armour ( add up front 1 side and rear)
no 3+ wounds
1 squard troops min.
400pts per army
